Communications has always had a critical role in homeland security and public safety. In the wake of 9/11, the importance of communications in this area has heightened — as reflected by the large number of federal government programs and initiatives focusing on homeland security communications that are currently underway. To better understand these diverse efforts, Wiley Rein has updated its survey — Homeland Security and Communications: A Compendium of Federal Programs — to provide a simple and timely overview of these complex, interrelated and dynamic efforts. The Compendium identifies and categorizes legislation pending before Congress, programs administered by the U.S. Department of Homeland Security, the role of the U.S. Department of Justice, activities arising before the Federal Communications Commission, and efforts at other federal government agencies and departments that concern the role of communications in homeland security. We hope the attached document is useful to you in understanding and navigating this increasingly important focus of federal government attention.
